   a Jira account) can assign labels to issues
   
   This is a real problem I have seen in multiple other open source projects
   that adopt policies like this about labeling commits and issues. It is not
   hypothetical.
   
   Any policies and procedures we define for PRs SHOULD be able to be
   performed by all contributors. We cannot include any step such as "Turn the
   sonic oscillator three more triangles" in PR and commit instructions when
   only committers or PMC members are allowed to turn the sonic oscillator.
   
   Adding a label to a PR is such a step. IMHO this is a flaw in Github, but
   one we need to account for.
   
   As a second issue, I have yet to see a single project on Github that has
   reliably and consistently labeled PRs or issues. Whatever the instructions
   say about labels, these instructions are routinely ignored in practice.
