I'd like to be able to create a branch from a tag. This could be useful when we
want to fix a small bug in a tag, without incorporating all of the changes made
in trunk.
Presently, doing an mvn release:branch from within a tag causes an
"org.apache.maven.shared.release.ReleaseFailureException: You don't have a
SNAPSHOT project in the reactor projects list."
