Yes, as this is "chicken or egg" situation: we need to publish site first
(where link you spotted is), do announce on ML (links to updated site), that
creates ML archive link (to have it refd on site), and go back and update it.
If you look at it, 3.9.8 was forgotten as well, updated as part of 3.9.9:
