There is an issue regarding the checkbox tag in webwork if the default value is
'true'.
There is a fix for this but I think it's on Struts 2, see
https://issues.apache.org/struts/browse/WW-992.
A solution for this, which is to add a CheckboxInterceptor and edit the
checkbox.ftl, was also mention in this forum:

It is also applicable to MRM-407.
