granting group admin rights for a single project doesn't seem to work

I did this:
- created an OpenJPA group from the front page
- put a user in the OpenJPA administrator role (which implies developer, user).
- the user did not receive any "add project" buttons, and when going to the
OpenJPA group > Members tab, they are ticked as a dev/user, but not an admin.
Workaround:
- put the user in the continuum project group admin role
