Description:
Although the minimum Maven version can be specified via pom's prerequisites
(https://maven.apache.org/pom.html#Prerequisites), there is currently no
element for this on the plugin descriptor XML content.
I would suggest to slightly expand the plugin descriptor to include an element
there as well. If such an element is found it should take precedence over pom
prerequisites.
