I was wrong about 3 in my previous comment.
It was the scm URL
https://svn.codehaus.org/mojo/trunk/mojo/mojo-sandbox/freemarker-maven-plugin
that wasn't working. I have tried it now and I don't get the error that you
got. I think it might have had something to do with a problem in the
certificate chain for https.
