Description:
Current is {{3.2.5}}
https://ci-maven.apache.org/job/Maven/job/maven-box/job/maven-dist-tool/job/master/site/dist-tool-prerequisites.html
{{maven-help-plugin}} - {{3.4.0}} requires {{3.6.3}}
Rationale:
- early build fail with proper message - not when newer plugin used
- 3.6.3 minimum version widly used on Mavne CI and in other ASF project
- other than Maven plugins - all ASF project should use one of the newest
version of Maven
- in special case property {{minimalMavenBuildVersion}} can be overridden
