I fully agree, but my idea is not to make the POM non-complete. The idea is
that entities / xinclude would be replaced at build time, and the consumer POM
would be complete. So the consumer POM would always be complete and DTD /
xinclude would only happen when parsing build POMs.

And I haven't found any reference to xinclude, outside the issue linked.
