I don't think it can break anything that is currently working.
The current groupId / artifactId inside an exclusion are validated using
https://github.com/apache/maven/blob/a8319821a95c8fdb4d99189db527fe6daf845cf0/maven-model-builder/src/main/java/org/apache/maven/model/validation/DefaultModelValidator.java#L1124
so there's no risk to run into an incompatibility.
The above validation needs to be enhanced, which means the PR is missing an IT
as it should not pass.
I'll add some more docs and an IT...
