closing as incomplete, which is about the most appropriate resolution.
Certainly not fixed.
What will happen is that writing Javadoc will be a completion requirement as we
work on improving the public APIs as a general goal of 2.1. We're not going to
go through and do nothing but write javadoc in one hit since that's unlikely to
result in a very high quality - it's best to be done in the context of new
development.
