Just a collection of criteria:
- patches must be accompanies by sample/test projects that demonstrate the
problem
- new features that require new configurations must have sample projects with
sample configurations
- the complete description of the problem must be included, not references to
nabble or any other external source of information. someone processing patches
should be able to work offline processing patches
