If you can produce it, the easiest is to set a breakpoints at the exception to
see whats exactly is used I'm not familiar with the resolver internals and can
only observer that without any code change things now fail fatal with Maven
3.9.x and that it even looks like nothing actually happens in parallel.
As said Tycho do not setup anything special, just the usual plexus injection
and I'm not aware that there are any executor restrictions (what seems quite
strange if it claims to be multi-threading aware), but yes this code is
executed in a different thread than the "main". In this part of the code we
resolve items *like* maven (using the maven resolver) but not *with* maven (as
the dependency is not declared in the pom but in an external file) ...
Also it seems it happen *always* on windows but *never* on Linux where windows
is usually more strict when it comes to overlapping writes.
