I disagree with Jason's decision to close this issue.

Let's have a look at Steve's points:

1.) "This setting appears to do nothing on Linux." While this may be so, there 
is no reason to assume that this won't change. Both Gnome (or maybe GTK, I do 
not know the details) and KDE offer to configure a proxy. I'd surely hope that 
the JRE will be able to pick up this settings at some point.

2.) "It is not needed on mac". May be, but if it isn't: Who cares if the 
property is set? The situation won't get worse?

3.) "It does something on windows, but we do not know what." That's a poor 
excuse for not using it. I may even go as far as accepting that it shouldn't be 
switched on by default. But why won't you give me at least the change to try 
whether it works or not and turn it on for me, if it does? My experiences with 
the feature are quite converse to Steve's.

"Regarding (3), build files that used to work fail with <sql> connections using 
Oracle's JDBC driver hanging. " Sounds questionable to me, but again, this is 
at most an argument for not turning the feature on by defauilt.

"While automatic synchronization between jvm proxy settings and the OS would be 
a good thing, I am not convinced what is in 1.5.0x is a workable solution. 
Instead it creates a different set of support calls." Who's talking about 1.5? 
We already are at 1.6, 1.7 is approaching fast, and we're beginning to see 
alternative JRE's (Harmony), where "workable solutions" (whatever they are) are 
more than likely. Again, I am quite happy with using that feature.

"Perhaps a better solution would be a commons-proxy-setup project that did 
proxy configuration properly." And the first task of such a project, IMO, would 
be to use "useSystemSettings".
