"Scanned" is always set to true even if unchecked in the Edit Repository page

Steps:
1) Log in as admin.
2) In the left menu, under Administration, click Repositories.
3) Edit a repository.
4) Uncheck "Scanned".
5) Click Update Repository.
Notice that "Scanned" is still set to "True" after saving.
This is also true for "Releases Included" (see MRM-374).
