Update Consumers button in Repository Scanning doesn't work

1) Log in as admin.
2) Click the Repository Scanning button in the left menu under Administration.
3) In Repository Scanning - Consumers of Known Content, check
"validate-checksums" to enable it.
4) Click the Update Consumers button.
Once the page is refreshed, notice that "validate-checksums" is still disabled.
