{{public class RequireUpperBoundDeps}} uses Maven Dependency Tree and not
Resolver directly, that could explain the difference in behavior compared to
Maven Core. Unless this can be reproduced with Core only, I'd say it is
somewhere between Enforcer, Dep Tree and Resolver.
