The PMC gets to decide the policy, but in my opinion... and I strongly suspect the rest of the PMC... everyone should be entitled to make suggestions. The PMC is really here to help the community... The PMC is the servant of each project's community... obviously we also have to operate within the bounds of the foundation... but IMO a PR is exactly the place to discuss this kind of thing... even if in the end the PMC's votes are the binding ones for policy -- This is an automated message from the Apache Git Service.
