windows service installer script mispackaged?

The file C:\tools\continuum-1.0.3\bin\win32\InstallService.bat seems to have
been mispackaged in 1.0.3. The included one has almost no content.
Attached is a correct version, adapted from the source for wrapper.exe
to repeat:
* attempt to use InstallService.bat that comes with 1.0.3
* not that it doesn't contain much content, and is far from working
* attempt same from attached file
