Fails to run build on Windows Server 2003

After Upgrade to Surefire 2.3 our build server fails to run tests on any
project.
Get the message:
[ERROR] BUILD FAILURE
[INFO] ------------------------------------------------------------------------
[INFO] There are test failures.
[INFO] ------------------------------------------------------------------------
All works fine on Linux, WinXP and Win2000.
But when I try to build on any Windows Server 2003 build will fail.
