I didn't so much choose to use the snapshot version -- its more a case of all
or nothing with Maven. We rely on certain snapshots (both internal and
external), and everyone points to a central maven proxy server. As such, when
the proxy is defined, its defined to allow snapshots for both dependencies and
plugins. I would assume as a consequence its downloading the site plugin
snapshot.
As such, I guess at this stage the easiest way around this will be to
explicitly define the site version we wish to use.
