I think everybody benefits if the right information is provided ASAP. The lazy 
developer just copy/paste section X, we don't have to ask to provide other 
basic information.
Other things that might be interesting: refer to the issue-tracker of the 
plugin, maybe even provide the plugin configuration in case a plugin is causing 
the issue. But let's start with the proper version information.
