My guess is that there is no default port anymore since ... Java 9? Which
would mean it is not a bug, right?
My reproducer is a simple
"%JAVA_HOME%"\bin\java -Xdebug
-Xrunjdwp:transport=dt_socket,server=y,suspend=y,address=localhost
