3.1.0 has been released on [https://github.com/apache/maven-jxr/releases], was 
this an oversight?

I understand that a plugin is only properly released on the Apache website, but 
it's very confusing to see it released "half-way", and not marked as beta.

That said, since 3.1.1 also has made it to the GitHub release page, when can we 
expect that version to be officially released on the Apache website (and, more 
importantly, deployed to Maven central)?
