I believe it is reported to wrong place.

I suppose it's from 
[https://www.mojohaus.org/extra-enforcer-rules/enforceBytecodeVersion.html] 
rule.

Then - I guess it's the mistake in configuration for that rule in 
missioncontrol-root (or its parent).
