Using enforcer or verifier before the resources plugin still doesn't tell me
that the resources plugin did its job. So I need 2 executions, one to fail
quickly if the resource isn't there, and another to run in the verify phase to
check that the JAR was assembled correctly. Not to mention I gotta unpack the
artifact to take a look.
