There are discussions on the d...@maven.apache.org mailing-list. 2 bugs are to
be closed before a release happen, both have patches but some other issues
(test stability) are considered as blocker before merging the patches and doing
the release.
You can join the lobbying game on the mailing-list, it's where things seem to
work the most efficiently for Maven (as opposed to Eclipse world where
contributors usually get more influence on specific tickets).
