javax.xml:jsr173:1.0 should be relocated to javax.xml.bind:jsr173_api:1.0
javax.xml:jsr173:1.0 only has a pom, without a jar. Relocating it to the
correct groupId should not be a problem. The correct groupId should be
javax.xml.bind. Note also that the download url points to a jar that is not
directly usable by maven but that contains several other jars (api, reference
implementation, etc.)
