Tested with 3.1.1 and 2.8 but it's been broken for a while.
dependency:go-offline does not respect excludeGroupIds. This issue was first
reported in MDEP-323, but that issues was closed due to inactivity (since
nobody fixed the bug) and comments verifying that it's still broken and asking
for it to be re-opened have been ignored for the past 2 years (presumably
because nobody is watching the closed issue). So I'm opening a new one hoping
to get this issue some attention.
Feel free to close this one as a duplicate if MDEP-323 gets reoepened
