All our builds using maven 3.3.9 stopped working on 12/6/17.
If we change our maven version back to version 3.5.x the builds are successful.

I'm not sure it's the maven.install plugin. If we run "mvn clean package" and 
not "mvn clean install" then the maven 3.3.9 build is successful.
