Resolution: Won't Fix
I'm marking it as "won't fix" as it seems it was fixed some time back but not
sure when. In any case it's most likely there's another jira issue for it.
I've tested this on a test project and even though there are no tests, Clover
reports are still generated but with a TPC of 0%. This seems the right behavior
to me.
Let me know if you still have an issue.
