Ok, option 3 is still a go. In the mean time the workaround is option 1. Option 2 already works for me (Linux Debian). i think that if you set your locale to en_US.UTF-8 (or another UTF-8 enabled charset) then eclipse automatically uses UTF-8. I usually have to spend 15 minutes to set up any new workspace - code formatters, code templates, and other plugin configurations. It would be nice if you could specify a workspace-template in eclipse with default settings, though.
