I'm missing the reason why did has to be changed. I should dive into this
issue, but [some old
blog|https://blog.saddey.net/2010/02/07/maven-never-say-never-in-an-updatepolicy/]
matches the way I think the `never`-policy should work. I don't think that's
what we want.
