We won't be upgrading to newer versions of the war plugin until this issue is fixed. We have a base war file that we override selected elements from in dependent projects. I don't see how the lastModifiedTime would *ever* be the right solution in this case. It seems to me that the current project should always win, unless configured otherwise.
