In 2.17, the checkstyle config file used by Maven, which is
{{config/maven_checks.xml}}, was moved to a shared project. A dependency needs
to be added in the parent POM, otherwise the build fails because it cannot find
the file. Added in [r1774870|http://svn.apache.org/viewvc?rev=1774870&view=rev].
