 you'll get both formats: that's documented as comments in 
http://maven.apache.org/apache-resource-bundles/#Source_Release_Assembly_Descriptor

for exclusions, completely ignoring {{.*}} is not the spirit chosen initially: 
I fear this will remove more than expected, and re-including something excluded 
will be difficult

adding an option to assembly plugin to ignore some files independantly from an 
assembly descriptor could be a new feature for the plugin: if you show some 
concerte use cases and open a Jira issue on MASSEMBLY
