I found I needed to have:
<scm>
<connection>scm:clearcase:./configspecs/DEV_AAA-stream-latest.txt</connection>
<developerConnection>scm:clearcase:./configspecs/DEV_AAA-stream-latest.txt</developerConnection>
</scm>
in order to get maven2, continuum and clearcase to work. Then I created the
file mentioned above, and put a main latest style config spec in there.
