Failure when used with maven-1.1-beta3

When used as a maven1 proxy, Archiva doesn't send Last-modified header. This
cause maven 1.1-beta3 to fail due to a bug in Wagon. The wagon bug is corrected
in SVN but there is no corrected maven 1.1 distribution available yet.
Setting a Last-Modifier header in proxy response can solve this issue. I don't
know webwork enough to add support for this.
