Because {{XhtmlBaseParser#handleComment}} already treats {{<!-- PB -->}} in
special way, I am proposing to embed macro in comment in the format similar to
macro in APT as
{noformat}
<!-- MACRO{toc|fromDepth=0|toDepth=3} -->
{noformat}
in attached 001.
