Unable to use 2.3-SNAPSHOT

If I delete my local cache surefire and maven-surefire-plugin folders and set
the plugin version to 2.3-SNAPSHOT in my pom, maven is unable to download it
I've tried removing the remote folder and redeploying again, but same problem.
I don't see anything wrong in the metadata in the server
