we need a standard way to locate config for modello, checkstyle, etc.
we may also want to later adopt this as a way of setting a convenient default
for location some configuration.
Note also that this may involved being able to turn such configuration into an
artifact (perhaps a group of them) so that it can be used from multiple
projects without having to cut&paste
