Even with that site-plugin config, it still doesn't work. The apt file is 
definitely in UTF-8, the output html file is also in UTF-8, and it has the 
correct meta-tag specifying UTF-8, but somewhere along the way, it takes the 
input and applies the system default encoding, so that the final output file 
still has mangled characters (though they are now UTF-8 versions of the mangled 
characters).
