Installing a snapshot in user repo (+ in Deployment Repository Directory)

when runnig mvn install with continuum.
The artifact is only install in the configured Deployment Repository Directory.
Could be install in the user repository too ?
In my case of a multi modules :
root project has goal : mvn install with --non-recursive removing in order to
make a full install with all reactors.
the modules have goal : mvn site site:deploy in order to deploy documentation.
But if we change something in a module which break something in a other modules
sometimes snapshots build break.
