Paths with quotes cause error in Javadoc plugin

On Windows, my Maven 2 repository is in "C:\Program Files\Tim 
O'Brien\.m2.repository".   Because of the way that quotedPathArgument generates 
a path on Windows, the classpath is invalid.   Causes Javadoc plugin to fail 
for Windows users with apostrophes in last name.
