Docs have been added.
I'd prefer to keep the name within the xdoc plugin so we are flexible to update
it in a future release (not likely, but who knows). We will add a note in the
README that it's identical to the file on
http://www.apache.org/dtds/xdoc_1_0.dtd. I'll try to get the file uploaded
there during the voting period.
