Maven 2 should have a Windows installer like Maven 1. This could be an .exe or
.msi. It should install Maven and set the appropriate environment variables.
There's an effort to provide plugins for generating installers at
http://jira.codehaus.org/browse/MASSEMBLY-32?rc=1
but it appears to be stalled since December.
