When executing "mvn clean install" from the "plugins" directory, above the
"maven-install-plugin" dir, the new test-harness tests fail. The reason is that
the basedir is now the "plugins" dir, rather than the "maven-install-plugin"
dir.
Edwin has fixed this for the idea-plugin - attached here is the patch for
fixing this in the install plugin.
