The netbeans:cvslib:3.6 dependency is now outdated and points to a new
dependency: org.netbeans:lib:3.6, however only the pom exists in maven central,
so the build fails with an artifact not found error.
I had to install it manually before changelog would build. This is really a
problem with org.netbeans:lib:3.6, but since it affects changelog, I am
reporting the issue here.
