Take the Maven project which has tens of modules. If a change is made in some
core part, then lots of modules get rebuilt generating a flood of notification
emails...
If continuum knew about the list of modules making a project, then it could
decide which module need rebuilding and only send a single email for all
modules belonging to a project after they have been built.
