According to brett, these are the need improvements:
- make repoCache a member of the ProxyManager, which will remove
ArtifactRepositoryFactory
- browsable should be a configuration of the webapp
- remove field storage for the layout and use plexus to lookup valid values
- loadMavenProxyConfiguration should be in a separate reader class
